在“碳达峰、碳中和”目标推动下，绿色发展成为实现县域经济高质量发展的重要方向和途径。漠河市作为我国北部边境的生态功能区，拥有丰富的森林、极寒气候等独特资源，但其县域经济绿色发展面临产业结构单一、传统产业低端化、政策依赖及极端区位制约等挑战。研究基于漠河市生态资源禀赋与现有实践，分析其绿色发展的主要阻滞与结构性矛盾，从产业体系构建、技术赋能、模式创新及基础支撑等角度，提出“双碳”目标下漠河市县域经济绿色发展的对策，旨在破解漠河市经济发展困境，实现生态保护与经济发展的协调统一，并为同类生态功能区落实“双碳”目标、推动绿色转型提供参考。

Driven by the goals of“carbon peak and carbon neutrality”, green development has become a crucial direction and approach to achieve the high-quality development of the county-level economy. As an ecological functional zone on China's northern border, Mohe possesses unique resources endowments, including extensive forests and an extreme cold climate. However, the green development of its county-level economy is confronted with challenges such as a monolithic industrial structure, the low-end nature of traditional industries, high policy dependency, and constraints imposed by its extreme geographical location. Based on the ecological resources endowments and existing practices in Mohe, this paper analyzes the major impediments and structural contradictions hindering its green development. From the perspectives of industrial system construction, technology empowerment, model innovation, and basic support, it puts forward countermeasures for the green development of the county-level economy in Mohe under the dual carbon goals. The purpose is to address economic developmental constraints in Mohe, achieve coordinated integration between ecological protection and economic development, and provide references for similar ecological functional zones to implement the dual carbon goals and promote green transformation.
